These hybrid systems cost an arm and a leg. Toyota is getting better and has been able to lower the cost of their hybrid system even more. GM should hedge their bets and ask Ford/Toyota to license some of their technology on this. Either that or get their Volt to market and figure out how to make cheap lithium ion batteries.
